I have the same problem. The service is broken in Windows 10 Creators 1703. It's possible that they got lost in the upgrade; they should stay put after being made in Windows 10. Because they are hidden, they are not visible as shared resources to others on the network. Starting it solved the problem. Full retail can be moved, though. It's just unbelivable that this service is off by default in Windows 10! To identify which computer is the Master Browser you can run the command nbtstat -a ComputerName for each computer in the Workgroup.
After rebooting, other computers on the local network will be able to discover this computer and its resources printers and shared folders. So you can map your network shares. Enter netstat -a to show current connections. Now the service will be allowed access through the firewall and you will be able to see if in My Network Places. Thanks for the suggestion linw. The laptop windows 7 can see the windows 10 machine but the windows 10 machine can only see itself in network. I have been working on this problem for three weeks. Then, type the password in the appropriate field and check whether you would like Windows to remember your credentials. All discovery in on for all computers as it always was. I have a windows 10 and a windows 7 computer at home. Since none of these computers is listed as Master Browser, you might wonder who is? Each computer can still see their mapped network drives but no new drives can be mapped. To work around the issue involves setting one computer to be the Master Browser.
